Transport policy and climate change: How to decide when experts disagree

Abstract Transport is the sector with the fastest growth of greenhouse gases emissions in many countries. Accumulation of these emissions may cause uncertain and irreversible adverse climate change impacts. In this context, we use the analytic hierarchy process (AHP) to face the question on how to select the best transport policy if the experts have different opinions and beliefs on the occurrence of these impacts. Abstract The identification of transport policy measures able to reduce the use of private cars for home-to-school travel is very relevant to reduce congestion during peak hours and to ensure that the areas around schools have livable environments. The main objective of the present study is to analyse the effect of a Travel Behaviour Change Program (TBCP) based on health improvement actions, in relation to a potential for an increase in walking and cycling, with reference to particular groups of people defined according to sociodemographics.
